Chief Human Resources Officer
The University of Texas Medical Branch
Galveston, Texas

Biography
For the past twenty-one years, Kathy Shingleton has served as the head of Human Resources for the University of Texas Medical Branch (UTMB) in Galveston, Texas. Today, UTMB includes 7 hospitals (720 beds, 40,000 discharges/year), 4 schools (medicine, nursing, allied health, and the graduate school of biomedical sciences), with 12,500 employees, 2,500 students, 1,000 faculty and a budget of $1.4 billion a year.

Kathy originally joined UTMB as the Director of Human Resources in 1987. At that time, UTMB was composed of 7,000 employees, all on Galveston Island. Then, Kathy became the Chief Human Resource Officer in 1998, when UTMB had grown to over 14,000 employees throughout Texas. Most recently, Kathy became the Vice President of Human Resources and Employee Services in 2006. In this role, she is responsible for benefits, compensation, employee relations, employee assistance, employee injury management, employee health and wellness, recruitment, nurse recruitment, organizational effectiveness, training and development, recognition, HR for correctional managed care, diversity, international affairs, and HR business information services. Since UTMB was the first academic health center established in Texas, it has taken on the responsibility for addressing the health needs of the medically underserved populations throughout the state. For example, in FY06, UTMB cared for unsponsored (indigent) patients from 160 of Texas' 254 counties. UTMB also provided health care to 80% of the incarcerated in the state, 100,000 pregnant women of low income, senior citizens, children of special needs, as well as individuals residing in rural areas throughout the state. Through the use of telemedicine and electronic medical records, UTMB has been able to provide cost effective, high quality, accessible health care to these populations. UTMB has also developed innovative financial vehicles (e.g. a Medigap policy for seniors, a 3 Share Plan for the working uninsured) to provide affordable health insurance to segments of the uninsured populations.

Additionally, Kathy is an active member of the Gulf Coast Workforce Board ($216,096,000 million is allocated each year) where she serves on numerous committees to support workforce development in the greater Houston-Galveston area to include the Health Services Steering Committee which is responsible for contributing over $25 million in the last six years, to meet the chronic staffing needs of nurses and other health care professionals.

Prior to joining UTMB, Kathy served in both the public and private sectors to include: MD Anderson Cancer Center, the City of Houston, and Boehringer Mannheim Diagnostics, Inc.

Kathy earned her bachelor's degree in psychology at Texas A&M University, as one of the first women to live on the Texas A&M campus. Her doctorate in educational leadership and cultural studies, and master's in business administration were earned at the University of Houston.

Kathy is a native Houstonian. She and her husband of 25 years now live in League City with an empty nest. They have two grown sons and five beautiful granddaughters.
